LEGISLATIVE HISTORY REPORT GUIDELINES


DUE: | Class Presentation - Saturday, June 26, 1999
Final Report Due In My Office - Saturday, July 6, 1999

Select, identify and report on any federal legislation introduced in the congress during the past ten years relative to "information, copyright, the Internet, telecommunications, or libraries"  Determine why the bill was successful or why it was not.  Identify the committee with primary responsibility for the bill.  The report should include copies of and
citations to all documents generated during the legislative process.

  1. Name (include any name changes) and Purpose (Legislative Intent) of the Legislation
  2. Sponsor of the Legislation (include all sponsors and biographical information)
  3. Introductory Statement - include pertinent history prior to Congress and Session of  passage; media reports, books, conferences, etc.
  4. House and Senate Action
  5. Hearings or Committee Reports  (note names of witnesses and any important results or changes to the legislation)
  6. Companion Bills or Identical Legislation
  7. Articles or Reports of the Legislation in the Media
  8. Summary sheet for distribution to class during presentation.

(Below is an example of the OUTLINE to be used for your legislative history summary reports to share with your classmates) 

P.L. 94-32     The Higher Education Act that allows all students in public higher education institutions a tax write-off for tuition.

Introductory Statement -  Pertinent history prior to Congress and Session of introduction and passage. (Include biographical information on who introduced legislation in this section)

Abbreviations Used -  Define them for your classmates - ie;

CR 122:31 - Congressional Record.  94th Congress, 1st Session, Vol. 122, 1984.
HJ 122:22 - House Journal.  94th Congress, 1st Session, Vol. 122., 1984
SJ 122:24 - Senate Journal. 94th Congress, 1st Session, Vol. 122., 1984
MC 122:20 - Monthly Catalog.  Vol. 122, 1984.
